No, not in Video mode, however with the new Magic Lantern releases it could be achieved, by slowing down the fps but is still a bit buggy on the 500D. I took about 1700 pictures and used a real tilt-shift lens, no software tilt-shift. I was staying in the Tokyo Excel building with this beautiful view. Damn I wanna go back!
