you can't choose a cpu to fight and some of the movelists are terribly wrong but other than that, it's an "ok" mugen

So true. Everyone always asks who would win in a anime fight. One Piece and Naruto would be matched, but DBZ would destroy everyone. The only Naruto characters who could defeat Raditz are Guy, Lee (both opening inner gates), Minato, Raikage, Naruto (Using the chakra he got when he tamed the nine tails) and Mandara.

If it was as simple as hand to hand combat I would completely agree, but considering most DBZ chars can fly and shoot energy beams, I think the main problem would be that Naruto chars couldn't even reach them. I think the Naruto chars I said before could just because they might be fast enough to touch them, but even then they might not be strong enough.
