I don´t know about Scottish, but it isn´t German either (I´m German ;) ). There is one episode with a real German accent, it´s called Toad in Motion, but I don´t think it´s uploaded yet.

I love in (the movie) when Rat plays his accordion and sings Duck's Ditty. He sings it again in Yuletide Entertainment. I just have a thrill everytime Rat sings, and Toad sings.
