Yes, the old Tecumseh motor had a governor on it already. It takes some getting used to but you can get it going pretty good if you repeatedly pump the throttle in order to get the brief RPM burst. Going up a hill, however, would be tricky, even for a kid.
Did you put a speed governor on the throttle?
