Because of family differences just like any other peoples in the world except its really bad when it happens in native communities. When families don't get along that means tribal business never gets done which BIA intervenes and tribal sovereignty is lost, believe it or not. Native communities are making efforts and striving despite the 500 years of genocide by foreigners.
