i think its because jokwon was under jyp for longer. he trained with jyp for 7 or 8 years. similar situation with big bang. TOP is the oldest, but G-dragon is the leader because he trained under YG the longest.

just because changmin is the oldest doesn't mean that he becomes the leader. leaders can also be picked based on experience?.. kwon has been in JYP for 8 years before he debuted. he trained a lot and JYP also knows him very well and JYP probably thought that even though seung ong and changmin are older then him, he would be a better leader. the same thing for big bang and 2ne1. TOP is older than GD, bom and dara are older than CL but they were the ones picked by YG to be the leader.
