People in the east tend to train kicks much more diligently than in the west, so they evolved not to drop their heads down and reach for the legs as in a double leg- too easy to get kneed in the face by a decent real fighter. they use the leg strength instead
it's actually because your knees can't touch the ground in shuai jiao, or sumo for that matter. If you're close like these two guys are, and you go for a single or double leg, your head is not in danger of being kneed.
That doesn't sound like a very good reason. If being kneed in the face was a reliable defense against shoots then you would see it all the time in MMA fights.
It does happen, but only very rarely, and sprawling is better anyway.

Not if it's done by surprise, everything is based on timing and for the record, Leonese wrestling, lucha leonesa is comparable to Shuai Jiao in the fact the emphasize on the use of their legs for takedowns.

Cornish wrestling and, some other styles of wrestling from the British idles have the same leg emphasis. Everything isn't Greco-Roman, and freestyle.

In spanish wrestling Lucha they use the legs to kick, sweep, and trip their opponents. Same as Pankration.

The rules are a bit more like sumo, cant touch knees so shots and ankle picks work a little different.
