So in her answer, is she referring to the announcements/intents coming from Obama? AlQueda? or both to base her response? Wasn't 9/11 enough evidence for her to base an immediate answer.

If you notice, the majority of questions asked to her, are followed with a slight pause. The length of those vary from question to question, but it is consistent. She clearly thinks before she speaks. This is wise.
