Identify the individuals who broke laws. This includes all individuals present and commanders (police,military "officials" etc) who failed to render aid in dereliction of their duty. These are the suspects. Follow suspects home in a car with a single driver and no equipment to determine their address and schedule. Prepare a group of 5 to 10 outfitted with vests, tasers, batons, helmets, zip-ties, pistols, and cameras. Have that group ready at the destination.
