This is good that the NRA is paying attention and trying, however this is not acceptable. "Shall not be infringed" making me pay money, making me take a background check, making me have a psychological eval is infringing on my 2nd amendment. And it is based on county not based on state issued permits which means that people who don't live in Sacramento County and live in an extremely liberal county like Yolo are still SOL.
