Their is an agreement with Mexico that Only- U.S. flights-civil & Military can cross into Mex in a designated area around El Paso. Due to the flight path of ELP int'l and the Franklin Mnt. However very rarely-mostly never do you see U.S. Police cross into Mexico. Major rules against that. It would only be by accident due to a poorly defined border. However not bound by political correctness, Mexican Police cross all the time in an aggresive manner. They know the Border Patrol will do nothing.

I live in Juarez Mex in the border with El Paso Tx. these incidents are very common here and it works both ways. We who live here have seen U.S. border patrol agents crossing on the mexican side we have seen U.S. military and police helicopters flying over mexican territory we have seen U.S. air force jets doing the same thing even if it's only a few yards (no big deal) I guess the U.S. gov. doesn't pay too much attention to the "mexican incursions" because they know they do the same thing.
