Grant technically wasn't handcuffed. His left arm was still free. On another viewing angle of the shooting, you can see Grant's left wrist dangling. (It seems, though, that Grant was placing that wrist behind his back so Mehserle could indeed finish cuffing him--which is why Mehserle apparently didn't have a justifiable reason for pulling a weapon.)

apparently the victim was a violent man

and cuffed!!!
