You have to beat down with the bow, at the very end of the frog. You also have to pull up near the end of the note to make it a full "scratch". I play this song all the time, it's a very nice version they have here, though I prefer it a bit faster.

The metronome read 127 when I played that song for my teacher. Course it was dumbed down, but it was the fastest in my highschool of over a couple hundred orchestra members.
