this is my guess, but isnt it because the 'fog' is CO2? cus its colder than the room temperature and hot air rises so the fog hangs down low?
sweet effect btw, i want one!

The fog stays low because it's been frozen inside the chamber by liquid CO2 (minus 87C). By using a special fog fluid in the fog machine, the cooled fog will disappear before it rises when it eventually warms up.
