Cole was a jackass and doesn't deserve Phoebe...we've seen how many times Cole has broken her heart, and he would've continued to do so if he had stayed with Phoebe.

This is the same song that was played at the opening of Prue's funeral as the people who came to her service were arriving at the ceremony. (Beginning of season 4; it's also where Paige shows up at the service to pay her respects & gives Phoebe a premonition of Shacks going after Paige)
