They won't find this cure ever in mainstream science for the same reason they won't ever find the cure for the common cold. That's because cancer isn't a disease to be cured, it's a symptom of lifestyle habits.
Hah well more realistically Vitamin C, preventing unneccesary stress and plenty of sleep and excercise do the job. Too bad 3/4 of Americans don't have that probably

HIV is the virus they say causes AIDS, AIDS is the condition once HIV has run its course and the bodies immune system falls below a certain threshold. Then your correct its other diseases that kill you off, while your immune system is compromised. As of 2005 there were aproximately 40 million people who were HIV+ thats less then 1% of the worlds population. You can be HIV+ without being infected, and without ever it developing into AIDS.

Cure for cancer has been descovered more or less 50 years ago, in Minnesota by the "Mayo Clinic" but was to cheap to produce and Farmacological industries decided to erase the discover and continue to search expensive terapies. I don't know how many people is dead of cancer in the last 50 years, but for sure most of them could be saved. Its supposed to be fictional and not tied in with reality. My guess is that the devs of Civ2 hoped in the future that there would be a "cure" for cancer (similar in regard to the Space Elevator found in Civ4).
@besticouldcomeupwith we have discovered a cure. a group of Canadian scientist tested DCA on human cells and it killed lung, breast, and brain cancer cells, and left the others alone.
@0815tdl yes it does. the drug works by triggering mitochondria which in turn killed all cancer cells. its still a new technique but with proper research and funding it will cure all forms of cancer and completely heal patients. this is THE BEST treatment there is, its cheap, it works, and there are no side effects or long term effects.

Well I suppose with further advances in medicine, we may have this, a cure for Radiation Poisoning, a Detoxification drug that quinches addictions and withdrawl, and a cure for Aids. Someday we may also find a way to scrub Nuclear Fallout.
Its quite logical really. The survivors and their families will be very happy. Spread out over your empire that would translate as one extra happy citizen per city.

Cancer would be a bigger thing to solve as it effects so many more people.
