Because Gold Lion isn't mentioned until after the Saboady arc. Apparently in the Manga, he's about to show up at some point, according to Whitebeard and some flashbacks. This most likely takes place after the Straw Hat crew manages to get back together again.

I think they were each sent to their own areas so that they could hone their skills and become even more powerful. Sanji is clearly being trained to get over his fanatic attraction to women, Chopper is probably learning more doctor techniques, since he seems to be in a frozen wasteland where survival would be quite difficult, I'm not too sure about the rest of the crew.
