In universe, it's a manuver created accidentally by Picard to avoid the ferengi, can't remember the details, it was a crap episode. (Look it up on Memory Alpha if you're interested). Otherwise, the Picard manuver is a term used by fans to describe when Picard pulls down his uniform top, almost every time he gets up of sits down. :)
