yes, you can use any gun to commit a crime, period. you can accidently fire a gun and if it hits someone they can get you for any type of negligence. i've been through with my son who i taught to hunt gamebirds. they said he shot someone and we went to court and he was charged with negligent hunting. any type of harm with any kind of gun can get you in a world of trouble. if they started gun control today, muskets and bolt actions would go as well as anything else. just look at the UK

i'd have to see the statistics on gun violence and the guns that are used before i could agree with you on that. if people do not want a gun in their home and they are ready to let it go, why give to some person who they feel might use it in a bad way. you don't know and neither do I what might become of that gun. so, they take the safe way out where they know it won't harm anyone and give to the city.i can't find fault with that.
If people don't want others using old weapons they own its simple to stop, take a hammer make it so non of the parts fit together any more, or weld its parts together, or take it apart burn the wood and metal till is has no finish and put the parts in salt water.....
