@xiodkev In theory yes, in practice no. in that its a lot more effort then its worth. You could try precipitating CuO from hot CuSO4 and NaOH (available from garden shop and supermarket respectively) then mixing with milled Al foil but its still a lot of effort for something thats readily bought.
@VancouverRaver Would I store it? No. Would it most likely be safe to do so? Yes, as safe as storing your smokless/blackpowder/ammo is anyway. Though its just 2 parts that are simply mixed when needed no other "refining" necessay so I really would recommend only mixing as used.
Caution: Like Tannerite, this is a binary explosive. The individual components are not dangerous if kept separate, but they are when combined. If you live in the US, do NOT mix the two until you are at the range. If you mix them beforehand, you will be transporting explosives, and if the BATFErs find out, they will be VERY interested in having a rather lengthy chat with you.
@Matttodd21 Pottery and ceremic suppliers sell copper oxide as a pigment, glaze or something (I don't know why they just sell it :) ), and then there is always ebay. Unfortunately the price of copper has gone up quite a lot in the last few years but you can still get it down to ~$1 a target. I have over 20 guns here, will take a while.
