It's not that hard, well at least i don't think. I think he used some text with a 2d Shadow and movement under "Track Motion". Then i think he used a White Soft Glow with a blue tint or something along that line. For the end of the text i think he used a Gaussian Blur horizontally. Then he added light rays and on the background he used a noise texture with a change in degrees throughout the vid. xD I'm probably wrong tho
