@makilord96 He is the replacement character of K9999, or rather.. his "substitute", just notice his moves. He was introduced in the remake of KoF 2002 (KoF 2002 Unlimited Match). The game is available for both PS2 and XBLA (Xbox Live Arcade).

@KingLazerman Its been out a long time ago in XBLA. They actually did a perfect job on it, polished graphics, system, and gameplay. Too bad no color edit mode though...

I have the US release, everything is translated to english (movelists, winquotes, challenge mode).

@chrisangelo2k7 what? No it isn't. I got it when it first came out on xlba and win quotes are in Japanese and still play it occasionally.

No 3d stages, no arranged soundtrack, stages look like shit. I bought the ps2 version and it's better. comes with UM and original version and everything xbla doesn't have. Even though it has no online play considering how bad it is it doesn't really matter. Also seeing that your comment is several months old a few others probably already told you this.
