if you look at the health bars naruto 4 tail is higher and so is sasuke so either when you go awakening you heal or they picked them as seperates so sasuke might just have a differnt awakening with shirt off and four tails may be the r1 version

If they put 3 years in making new bosses, finishers, and characters into a game that wasn't even out yet (Storm 1 came out in 2008) that wouldn't make any sense.
