That wasn't a safety - it's a fire select. The difference being that a safety prevents (in theory) the weapon from firing, a fire select is used to flip between different modes (such as single / auto, as seen here). Also bear in mind she'd already shot at Brief at 02:38, confirming the weapon was live.

Firearms can discharge even with the safety on, which is why you never point them at someone unless you intend to shoot. With that in mind, there are no 'good guys' here.
