The surplus under Clinton occured when both houses of congress were dominated by the Republicans, who were elected because Clinton, like all good democrats, went on a spending bender. So Clinton cannot be given credit for the Surplus.

All H1N1 vaccination shipments sold in the US meet or exceed FDA requirements for GMP (Good Manufacturing Practices) not including the recalled batch tainted with the E. Coli bacteria.
