I think the Tamarians are supposed to be understood in this episode as a civilization that is far advanced beyond the level of the Federation. Their metaphorical language can not be translated because it is far more evolved than the speech of the members of the Federation. Picard was chosen as the person for the Tamarians to make First Contact with. The technology of the Tamarians is far more powerful and advanced than the Federation.

The whole episode is about conceptual schemes. If a language can't be translated into another, is it still a language? Is a language consisting in metaphor a language of the same kind as our own? And what necessitates such a narrow field of expression, especially when metaphor is enriching rather than narrowing in our languages?
This is a beautiful episode, because it handles the topic of communication so delicately. That moment when the threshold between confusion and understanding is crossed is the instant when a people stop being foreigners to each other and may begin to be friends.
