I'd like to see Graham Rahal take the 500 this year.

I don't think so, there will still be 33 cars. There are 22 confirmed entries for the season at this point with a couple others confirmed for part-time. IRL numbers pre-unification were only 18 cars full-time.

All racing series are hurting at this point but ICS has always been good at weathering the storm.
