Yes it can - 2006 census "shows" (more like "claims") that literacy rate in the DPRK is 98.7% (however I find the credibility of DPRK unsure :P). Note that they don't use Hanja in DPRK (like in ROK), they only use Hangul.
I read it's about 10 times larger than contemporary western alphabets. It may be relatively simple as far as asiatic alphabets are concerned, but it is still extremely complex compared to, say latin alphabet and it's derivates. :)

In my highschool years, I did ongoing studies of North Korea and the Kim Jong Il and Kim Il Sung Personality cults. The human rights issues are friggin ridiculous. Their political ideology is called "Juche" which roughly translated means the spirit of self-reliance. ...which, I don't think I need to explain why, is extremely ironic.
