Traditional Cutural Property (TCP) belongs first to their families and they are the ones that are responsible to reinturn their family member. And should they the families which in my opinion should re in turn with the found artifacts with family member- or kept with themselves in the family is their choice. I do not believe the state or their consultants of non relations should touch or own any thing found in or around the graves. It is of my opinion that all bones should 'stay in place'.
