The ring thing wasn't really a sign that said the Master was still alive, Davies put that in there so the Master can come back IF in the future some new writer decides to bring him back.

Re TotallyDTs comment, yes I agree the hand was probably Lucy Saxons. My view is The Master always planned for her to shoot him if he failed in his plan. She did have red nail varnish in the Last Of The TimeLords finale, as did the hand that picked up the ring. As for the ring? It bore the LazLabs marque on it, I bet the Masters DNA was in it. He's rumoured to return in the Series 4 finale AND John Simm has filmed 2wks work for Dr Who recently. I like the idea of Lucy bearing his child too.

It's there. Look at the scene where he gasses the cabinet, and then is tapping the table. It can also be seen when he tightens his tie at 2:23. Also, if you watch when he's talking to the Doctor and Martha, you'll see it their. Right hand, wedding finger.
