Even Genghis Khan used the florid positive language, his justification for the spread of the Golden Horde across Eurasia: "I will rule them by fixed laws so that rest and happiness shall prevail in the world." & "Heaven has appointed me to rule all the nations, for hitherto there has been no order upon the steppes." The latter one sounds just like the messianic talk of Dubya and Gipper, how old are their speech writers?!
Incidentally, I have very good friends who are Mongolian, and they revere Genghis Khan as a god. They explained to me that he was the one person that united the different clans and gave them a national identity, before he set out on bigger conquests. But the conquests were savage though....

It just shows that "rhetoric are universal, therefore it carries no information, and we should dismiss them." as Prof. Chomsky has said.
