It arguably reduces the risk of rare diseases of late onset that can be readily prevented or treated by other means, as they occur, at the owner's discretion.

There was no need for this bill. It legislated a finding-- "wide array of health and affiliative benefits." The medical benefits of routine infant circumcision have not been accepted as compelling by any national medical organization. Affiliative benefits? Hardly. It's hard to affiliate with people who believe this ONE body part should be subjected to permanent alteration based on parental whim, hypothetical (and statistically miniscule) medical benefits, or supposed partner preference.
