Though I do agree that using a program like Gimp would make this 10x faster...and though I do agree the Photoshop is 100x better than Gimp I'm still happy that you went through the trouble of showing how to do this with a mouse and paint...because everyone has Paint (if they have MS..) and everybody has a mouse...so...everyone can do this...no download required. Thanks for the video. (...I have Photoshop CS5 Extended...but I still think MS Paint is a cute little program.)

The PhotoShop effect is called posterize. It will reduce any image to 3, 4, 5, or 20,30, 40 values, what ever you want, in a couple of clicks.

this is overkill, you can do it in Gimp with a cartoon filter in about 2 seconds.

@Kokazoo22 that is because when you take a picture the color gets slightly distorted and so your skin isnt really all just one color because you only fill in the area if its all one color

@animefreak873 you do realize that MS Paint is a shitty graphics tool that almost no one uses. Seriously get the GIMP and save yourself a lot of hassle. I mean why not? The GIMP is free and 95% as functional as Photoshop.
