Thats a Sun Yat-Sun suit, Dr. Sun Yat-Sun who is the father of modern China who transformed China into a republic in 1911.
During that era, Chinese officials needed a suit that would be similar to the western business suit, so this style of suit was choosen for its simplicity and modern cut at the time.
The suit is still worn by high level CPC and PLA officals at national and formal PLA events as it was the first uniform worn by the PLA.

Many different Army under different ideas are needed incase that one Bad person, such as Hiter takes over. It is only Natural to have many Branches of people and ideas incase one go bad or fails.

Its possible to be a consilidated army and government without that happening. Long as the governing body has a large enough gauntlet of checks and balances and protocols that allow fo ousting of bad apples, it's not really possible for there to be one single bad apple to ruin the system.
