Its Phreaks voice and video. It's called "Shen Champion Spotlight" and this video isn't a guide, its a preview to see how new champs work. You'll find such spotlights to all new champs, i think he began with Anivia. Just watch them they are very interesting and you see the champions before buffs / nerfs ^^
