@magnolik There isn't a time machine. There is a "ripple in time", that Kate's ex-boyfriend calculated would appear near the Brooklyn Bridge at rare, but predictable times. They had to jump off the Brooklyn Bridge to go through the "ripple in time" at just the right moment. At least, that's the way I understood how the time travel worked in this movie. Maybe someone else could explain it better. :-)
