Devils advocate: A potential answer that would not be indicative of a conspiracy... The reason they didn't blame 9/11 on Osama on the FBI website and officially is because they didn't want to have to give him a fair trial so they could kill him on sight and either suspected it was him and/or they had no idea who did it or didn't see who did/planned it as a threat in the future (which is why they cover up the official investigation) but saw the opportunity to kill a known enemy.

They've been trying to drive to commit suicide since 2009, just so they can write a fake book a about a weird movie called Silence of The Lamb.
