The Fed is a legal construct consisting of the Board of Governors, 12 Regional Banks and 7000+ Member Banks that has own-able resources that are the stock in the Regional Fed. Banks.

I could only add to this (and the video is quite well done), by saying...hit the law books. The OLD ones, and find a fun little set of them called "Sound Currency" from 1894, and read about the "Great Currency Famine of 1893". Add to that, "Story on Notes" (by Joe Story, Supreme Court), and "Appletons Popular Science Monthly" from June of 1896 (Section- "The Monetary Problem").
