to fix the water in your tires problem just drill two holes in each tire on oppose it side from each other. That way it gets the water out as you drive. It is stated in the owners manual. Thats what I did in mine and it works great.
Electric. Go traxxas. They are top notch RC car, and theyre cheap too :) Cheap as in prices, not quality. Try looking at the Traxxas Rustler brushed. It's about 180$ and it'll go about 35 mph. You can then later put a Brushless system in it for about 200$ and make it go 70$. Here's a video

series. parallel will make longer run times, series doubles the volts
