It's possible that Delmare speaks Cantonese, Hakka, or Hokkien instead of Mandarin. It's also possible that as a child, Delmare never learned how to speak any dialect of Chinese.
I liked the clip where Jia could have killed Ryan O'Reily, if he wuld have just went back to his main focus on O'Reily, then Jia would still have been on the show, instead he just wanted to pummel that guard that hit him.
