What do you mean? They came from another galaxy before coming to the Milky Way and attacking the Forerunners. When the Forerunners fired the Halo arrays the flood died but some were still kept in stasis and in containment facilities on Halo installations. Thats why they're still alive and in this Galaxy.

During campaign you encounter "Blood Bombers" i would consider them flood vehicles they are actually tough and can own marines :(
