i think it's funny that max loved fran ever since she started working for him, but he couldn't make a commitment till the fifth season. he was always jealous of her dates, yet he kept himself in denial and couldn't make a commitment like he wanted. And also Niles was always hinting to him and nudging him to tell her how he feels. lol

That's not Fran and Charlie. It's Fran and Peter! At first I also thought it was Charlie, but then I saw that the guy had light and not dark hair and so I figured that it must be Peter. You can also see that there's "High School Sweethearts" written over their heads and because Fran and Peter met in High School I think that it's them.
