I believe the performer is more or less giving a lift to the ends of the dotted notes to create a tension with silence. I personally like it but I do understand where you are coming from.
If there was an orchestrated version of this piece, the conductor would not use his stick to indicate 9 beats to the measure. He would conduct it in three. The piece starts on the third (7th) beat of the measure. Think of it as 78&9, 1--4--78&9, 1--4--78&9.etc...
