You can see Heathrow, if you look at the Center Red Dot. Look Right by an actual 2cm, then up by 1cm.

Its the Grey Blotch... surrounded by blue reservoirs.

There aren't any VORs in the water. The white dots are probably intersections. Either way, this map is retarded. I've been a controller for a long time and I've never seen anything like it.
