Just like Jet li in Once upon a time in china or donnie yen in the his movies In The Line Of Duty. A sequel simply put is a continuation of a storyline whether branched off one main character or characters. Part three is the sequel of Boyka.

There have been many sequels which do not, so that takes your idea out the window. The characters are not based on each other apart from between Michael J White playing the part of Ving Rhames from number 1. At no point is there any reference between Turbo and Monro, considering there in different prisons as well and Monro never had kids like Turbo. You Idiot!
