I honestly can not stand the guy narrating I think it's the dumbest thing in the world that he is doing the girl voices too... he actually is the only flaw in this production

He does the female voice as well, but not for Dorothy. And they didn't just choose him at random, Bobby McFerrin is known for doing a one-man WoO performance in under six minutes.

Besides, you can't judge the actual show from the video. This broadcast was much different from the live shoe. SHortened, narrarated, etc. The show was much better.

They didn't choose her because they wanted her to look like Dorothy, they chose her because she was a famous skater and it would draw in viewers. The actual show had a different skater.

They had to reduce a 2.5 hour live show into a one hour (minus commercials) TV special. They meant for the emphasis to be on the skating and the music; and that plus the narration sufficiently tell the story. If you want the dialogue, that's what the original film is for.
