What do the different uniforms represent? For example, the 4:00 mark showcases three different uniforms.

Those uniforms are worn by Scouts in 1921 in the United Kingdom. They represent the 3 branches of Scouting in England (Scouts, Sea Scouts and Rovers, I believe)
