This pretty much explains how things function over here in Egypt. But not explaining how poorly the roads are planned or how messed up the asphalt they use.
Last week i was in my friends car, it was totaled because we hit a pothole followed by sand, making us lose control over the car. Police came an hour later because we didn't damage any property.

I only see people make the smallest of effort to get out of the way of an ambulance in Egypt. Ambulances are not of the same stranded you will find in Europe, they are little more then just transport so getting to the Hospital quick is even more important. Some of the reasons people don't move for Ambulances is one you said, drivers abuse the siren and use it for no reason, also many cars that shouldn't have sirens do put them in and use them illegally, The boy who cried "wolf".
As much as i do agree that their is no driver education in Egypt, but recently ambulances have been respected on Egyptian roads more than in the past. And i will have to disagree when you say the ambulances in Egypt are not up to standard, the Egyptian Governemnt has acquired 1300 New Volkswagen T5 Ambulances this summer, with the most advanced medical technology, as well as revamping ER rooms throughout the country.
Do you know if the level of training for the medics has improved too? I ask because I was witness to an incident last year where a child was electrocuted due to bad wiring in a hotel garden, even after the ambulance got there it was up to tourists to give him first aid because the medics just wanted to put him in the ambulance and go. they even had to send some one off to look for a spanner because the tap on there oxygen bottle was missing.
When thhey bought the new ambulances, they also changed or retrained the staff, so that they meet international standards. Aand trust me i have good scources.
Have a read of the cover story in "Egypt Today", it can also be found on line. According to that, the ambulance drivers only had very short training and don't know how to use the new equipment in the new ambulances, They are described as "a taxi with a stretcher and permission to use a siren.
What else would you expect the Ministry of Health say? Now they got the new kit, they now need to do some serous training and teach them how to use it, other wise it will be a huge wast of money, and ambulances. Might as well have a a taxi with a stretcher and permission to use a siren.

@thartala2 I have checked again, my fingers are right, 156.3 deaths per year per 1000,000 registered vehicles, and that number only includes people who are pronounced dead at the sight, those who die in hospital or on the way to hospital are not included in that number.
