My biggest issue with circles though are with drawing eyes. I draw the cornea as an incomplete circle to show the eyelids hiding the upper and lower curves so she doesn't look surprised/shocked, but her pupils generally come out out-of-round. Can these suggestions work for a "circle within a circle" too?
@BondoFox I'll be doing an eye-specific tutorial soon. I think this tutorial can work with what you're talking about, but I'm not sure specifically what you mean. You can definitely try it, though. =)
@mhollis1989 In the body of the submissions I state that I use PaintTool Sai. I also have Gimp, but I only use that for fine-tuning, resizing, and minor effects.
While it's a bit of a workaround, PaintTool SAI in fact does have a circle tool - in a manner of speaking. Set a brush to 100 opacity, no texture etc., place a circle. :P Transform if necessary.
But despite my own absolutely terrible manual coordination, I prefer drawing circles. Having to switch from drawing to a tool disrupts workflow, and when they're computer-generated, the circles are distractingly perfect compared to the rest of my linework.
I'm a graphic design major and have been a freelance artist for five years, and I haven't come across a single program that lacks a basic circle tool. Even Microsoft Paint has a circle tool.
@ThinBlackTie Paint Tool Sai doesn't have a circle tool. That's the program I use for my art. I don't want to assume people have certain tools when they may not... and besides, if you have a circle tool, you don't need a circle tutorial unless you want to learn to draw circles yourself for some artistic reason. Which is why the tutorial is here.

@KuraixOji Did they measure it with a ruler to see if the diameters were perfectly equal? If so... awesome for them! But rarely have I ever done it... xD

Ever thought of using the circle tool? Seems like far too many steps for a perfect circle that a circle tool would easily.
