Personally, I don't even agree with some of the girls on this list, but it's not my opinion.

By the way, the question wasn't based on LOOKS. It was based on the character OVERALL.

Yakumo and Eri from School Rumble. Both are awesome, so is the show. Moka from Rosario Vampire wasn't "bad" persay, but I didn't like her as much as Mizore or Kurumu. But the actual anime was great.
